The Office of Purchasing is responsible for coordinating and issuing of all solicitations for commodities, construction and renovations, equipment, furnishings, instructional materials, and services in compliance with federal and state statutory regulations (Article §5-112, Annotated Code of Maryland, Education), and Board of Education polices, procedures and rules. They ensure all bid specifications and contract documents are designed to optimize the quality of goods and services while at the same time minimizing the financial risk to the school system. The Purchasing Department strives to offer a fair and equitable bidding environment and to encourage minority and small business participation in all contracts.
Additionally, the Office of Purchasing:
Strives to obtain the most cost-effective quality goods and services for the students and taxpayers of Baltimore County, Maryland.
- Treats vendors in a fair and equitable manner.
- Honors confidentiality of pricing, terms and conditions in researching products or services.
- Provides accessibility of historical bids to vendors.
- Fosters a business environment which encourages minority and small business vendor participation.
- Administers centralized purchasing activities of the school system.
- Issues bids and quotes for supplies, materials, equipment, contracted services, food/cafeteria equipment, vehicles, fuel oil, and gasoline.
- Encourages schools/offices to purchase products from established contracts.
- Assures that all purchases meet appropriate local, state, and federal safety and health standards.
- Administers contracts, agreements, and leases.
